Визуальный заход не подразумевает выполнение IAPa в трактовке FAA (или их наличия). Контактный заход подразумевает наличие IAPов у конкретного аэродрома, но так же не подразумевает их выполнения. Трактовка ICAO включается в себя "часть или весь IAP не был выполнен" - у FAA этого нет.

5-5-11. Visual Approach
a. Pilot.
1. If a visual approach is not desired, advises ATC. (к нам не относится, нам он как раз был нужен)
2. Complies with controller's instructions for vectors toward the airport of intended landing or to a visual position behind a preceding aircraft. (к нам не относится, мы были над аэродромом и наблюдали его с 1600 футов)
3.
The pilot must, at all times, have either the airport or the preceding aircraft
in sight. After being cleared for a visual approach, proceed to the airport in a normal manner or follow the preceding aircraft.
Remain clear of clouds while conducting a visual approach. (наблюдали, в облака не залетали)
4. If the pilot accepts a visual approach clearance to visually follow a preceding aircraft, you are required to establish a safe landing interval behind the aircraft you were instructed to follow. You are responsible for wake turbulence separation. (к нам не относится, не было там никого)
5. Advise ATC immediately if the pilot is unable to continue following the preceding aircraft, cannot remain clear of clouds, needs to climb, or loses sight of the airport. (к нам не относится, аэродром наблюдали, в облака не влетали)
6. Be aware that radar service is automatically terminated, without being advised by ATC, when the pilot is instructed to change to advisory frequency. (дисп попросил перейти на частоту аэродрома, потом вернуться к нему и сказать решение, садимся, или уводить на запасной)
7. Be aware that there may be other traffic in the traffic pattern and the landing sequence may differ from the traffic sequence assigned by approach control or ARTCC. (к нам не относится, не было там никого)
b. Controller.
1. Do not clear an aircraft for a visual approach unless reported weather at the airport is ceiling at or above 1,000 feet and visibility is 3 miles or greater. When weather is not available for the destination airport, inform the pilot and do not initiate a visual approach to that airport
unless there is reasonable assurance that descent and flight to the airport can be made visually. (доложили что наблюдаем и можем сесть - чем не разумная уверенность в том, что можем осуществить посадку визуально)

Issue visual approach clearance when the pilot reports sighting either the airport or a preceding aircraft which is to be followed. (наблюдали, доложили, разрешили)
3. Provide separation except when visual separation is being applied by the pilot. (низко были в тот момент, некого было вокруг нас разводить)
4. Continue flight following and traffic information until the aircraft has landed or has been instructed to change to advisory frequency. (и после нашего ухода на другую частоту ждал нашего решения)
5. Inform the pilot when the preceding aircraft is a heavy. (к нам не относится)
6. When weather is available for the destination airport, do not initiate a vector for a visual approach unless the reported ceiling at the airport is 500 feet or more above the MVA and visibility is 3 miles or more. If vectoring weather minima are not available but weather at the airport is ceiling at or above 1,000 feet and visibility of 3 miles or greater, visual approaches may still be conducted. 7. Informs the pilot conducting the visual approach of the aircraft class when pertinent traffic is known to be a heavy aircraft. (к нам не относится)
Дальше, недавно FAA нарисовало вот такой макумент -
http://www.faa.gov/other_visit/aviation ... O11003.pdfуточняющий трактовку (в стандартном стиле FAA - "если вы поняли, что мы написали, дайте нам знать, мы перепишем документ") - и напоминающий АТС не выдавать визуальные заходы если нет 1000 на 3.
Но, в этом документе написано - "The conduct of Visual Approaches during marginal VMC requires careful decision making by the pilot. Again according to the AIM, it is the controller’s responsibility
not to clear a pilot for the Visual Approach unless the reported weather is at or better than 1000ft/3mi (AIM 5-5-11b). In accepting a visual approach, it is the pilot’s responsibility to have either the airport or the preceding aircraft in sight and to remain “clear of clouds” at all times (AIM 5-5-11a)."
Усё. Там не сказано, что нельзя просить визуальный заход если наблюдаешь полосу с 1600 футов и под тобой вроде бы есть какие-то облака.
Есть еще такое мнение -
An accepted or initiated visual approach requires the pilot to proceed visually and clear of clouds to the airport. FAR 91.155 requirement for VFR minimums does not apply. The pilot may proceed visually and clear of clouds. The visual approach does not contain a missed procedure so you may need to expedite your request for an new clearance. The visual approach may be given by ATC at uncontrolled airports when VFR conditions are expected to prevail.
Главная проблема перевода - крайнее предложение, например, ничего не говорит о разрешать или не разрешать визуальный заход если нет VMC. Речь о инициации визуального захода АТС - как и большинство документов на эту тему.
